With so much volume on the runways in the midst of an 80s moment, it's not surprising that the bubble skirt (aka the Pouf), made such a strong showing. #3 Emphasize your waist with an oversized obi-style belt.
#4 The hem of the bubble should end well above the knee.(For the particularly petite, think about choosing a mini-skirted version that's a size or two larger than you normally take and wearing it slung a little lower.)
